Unless they appear on your council’s preservation order exemption list, are dead, or an immediate safety hazard, yes you will require a permit from your local council.
If they are an immediate hazard (such as damaged after a storm) it is recommended you still contact your local council if possible. You will need to take photos that show the tree as hazardous, and then contact your local council in writing.
